Tenants of one year or more can apply to purchase the house they are renting from the Local Authority at a discounted price under this scheme.

The price of the dwelling is based on the current market value less discounts/allowance to which the tenant is entitled. The structural condition of the house will be taken into account; any improvements made to the house by the tenant will be disregarded in calculating the price.
Certain dwellings, such as dwellings for the elderly, are excluded from this scheme.
How is the Discount Calculated?
The discount allowed depends on the length of tenancy. Allowances are calculated at 3% per year of tenancy to a maximum of 30% or 10 years off the current market value of the house.
