PROJECT OVERVIEW
- Cork County Council, on behalf of the Irish State, has agreed to facilitate an application for a waste licence for the East Tip, on Haulbowline Island (Figure 1). This application will be structured around an Environmental Impact Statement (EIS), an associated Qualitative Risk Assessment (QRA) and an Appropriate Assessment (AA).
- The approach to the licence application for the East Tip will differ from that of a conventional licence application in that the waste facility is technically in-situ and thus a licence is being sought to approve a proposed design solution which will sever the linkages between any potential sources of contamination and associated receptors.
- With a greenfield site the design solution generally falls out of the EIA and QRA process. However, in this scenario it will be necessary to propose a number of potential solutions at the outset and these will inform the scope of the site investigation programme. A phased approach to the licensing process will be adopted.
- Potential design solutions will be proposed at the desk study stage (Phase I) and will be based on a Conceptual Site Model (CSM) developed following a review of all existing analytic data pertaining to the site and its surrounds.
- It is envisaged that the final solution will fall into one of three categories: contain/remediate material on site, remove material off site or some combination of both.
- Results of proposed site investigations, combined with those of previous investigations, will determine the relevant licence i.e. inert, non-hazardous or hazardous waste.
- Following the site investigative phase a proposed design solution will be identified and subsequently tested and validated through a detailed QRA which will incorporate site specific computer models.
- A licence will not be granted unless the EPA is satisfied that, inter alia:
- Any emissions from the site will not result in the contravention of any relevant standard;
- The site will not cause environmental pollution;
- The site is in compliance with the stipulations of Council Directive 1999/31/EC
- The activity concerned is consistent with the objectives of the relevant waste management plan or hazardous waste management plan.
