In accordance with requirements under the EU Habitats Directive (43/92/EEC) and EU
Birds Directive (79/409/EEC), the impacts of the policies and objectives of all land use plans
(including non-statutory plans used as advisory tools in the development management process),
on certain sites that are designated for the protection of nature (Natura 2000 sites1), must be
assessed as an integral part of the process of drafting, amending or varying these. This is to
determine whether or not the implementation of plan policies could have negative consequences
for the habitats or plant and animal species for which these sites are designated, and to avoid
such impacts. This assessment process is called a Habitats Directive Assessment (HDA) and must
be carried out for all stages of the plan making process.
