The CLÁR Scheme 2022 has been launched by the DRCD. This scheme makes provision for small scale infrastructural projects in rural areas. It promotes sustainable development and it aims to attract people to live and work in the areas it covers.
There is a 25% National increase in funding for 2021, and it covers the following Measures:
Measure 1: Developing Community Facilities & Amenities
Measure 2: Mobility, Cancer Care and Community First Responders Transport
Measure 3: “Our Islands”
Measures 1 is administered through the local authority, and can be applied for by the LA in consultation with groups in local communities.
Measure 2 & 3 are to be submitted directly to the Department by the applicant.
The updated Measure 1 will support a variety of capital interventions that contribute to the enhancement of existing, and/or the development of new, accessible Community Recreation Facilities. Applications can also include small scale renovation works to community facilities. The list below provides an indication of the types of interventions that may be supported, but is not exhaustive:
- Multi-Use Gaming Areas (MUGAs)/Astro-Turf Facilities
- Skateboard Parks
- Handball Alleys
- Tennis Courts
- Basketball Courts
Measure 1 applications can also include small scale renovation works to community facilities e.g. to convert into suitable meeting areas and community spaces for community groups such as youth clubs and Men’s/Women’s Sheds. In addition, Measure 1 will support projects which develop and enhance access to unique local heritage sites and/or areas of natural beauty in local communities e.g. walkways to important local sites.
Please see “Detailed Measure Outlines” in the attached scheme details for the types of allowable interventions, possible funding amounts, and match funding requirements.
The Department is encouraging and promoting an enhancement of biodiversity when reinstating/landscaping areas e.g. native pollinator plants under Measures 1 of the CLÁR 2022 Programme.
Please contact your local municipal district office to express an interest in any project that you wish to put forward under Measure 1. Submissions to be sent to the MD Office, on the Expression of interest form, in advance of 4pm on Friday 25th March 2022, so that they may be considered.
