Views Sought on Cork County Development Plan
The Cork County Development Plan sets out Cork County Council’s overall strategy for the proper planning and sustainable development of the county between 2022 and 2028. It takes national and regional level plans, Government policy and statutory guidelines into account to create one single planned approach for the future development of the county.
More than 1,100 submissions were received during the public consultation stage of the Draft Plan in 2021. There were also 18 detailed meetings with Elected Members building on the previous 46 meetings to prepare the Draft Plan itself. More than 1,600 Proposed Amendments have now been prepared.
Submissions on the Proposed Amendments can be made from Tuesday 18th January 2022 up to and including midnight on Tuesday 15th February 2022.
Mayor Coughlan in welcoming the publication of the Proposed Amendments highlighted how “The Proposed Amendments to the Draft Plan have been prepared following an intensive process of meetings between the Elected Members of Cork County Council and Council staff together with input from the 1,100 public submissions we received.. The publication of the Proposed Amendments to the Draft Plan is the final opportunity for individuals and groups across Cork County to have their say in the final Cork County Development Plan, 2022-2028. I would strongly encourage people to get involved and have their say in forming the future development of County Cork.”
Chief Executive of Cork County Council, Tim Lucey added, “The Proposed Amendments along with the Draft Plan itself provides an ambitious and balanced vision for the future of the County up to 2028. It plans for population growth of 59,000 people and enables the orderly delivery of 22,600 housing units, as well as supporting commercial and social services. The population growth and necessary housing units will be delivered across the whole of County Cork, at appropriate locations in County Metropolitan Cork, the Ring and County Towns, Key Villages, Villages and Rural Areas so as to deliver sustainable growth in our rural and urban communities.”
The County Cork Development Plan is due to be finalised in April 2022 and will be the first of three County Development Plans, that when taken together will set a clear pathway for County Cork to achieve its ambitious Project Ireland 2040 targets as set out in the National Planning Framework and the Southern Region Regional Spatial and Economic Strategy.
It will be the first consolidated plan for the entire functional area of Cork County Council and relates to the new administrative boundary of the county which is in place since May 2019. The new plan will replace the current County Development Plan, 2014 along with the current Clonakilty, Cobh, Fermoy, Kinsale, Macroom, Mallow, Midleton, Skibbereen and Youghal Town Development Plans and the eight Municipal District Local Area Plans made in 2017.

Tógann sé pleananna náisiúnta agus réigiúnacha, polasaí rialtais agus treoirlínte reachtúla san áireamh chun cur chuige pleanáilte amháin a chruthú d'fhorbairt an chontae sa todhchaí.
Fuarthas níos mó ná 1,100 aighneacht le linn na céime comhairliúcháin phoiblí den Dréachtphlean in 2021. Bhí 18 gcruinniú mionsonraithe le Comhaltaí Tofa, ag tógáil ar na 46 cruinniú roimhe sin chun an Dréachtphlean féin a ullmhú. Tá breis agus 1,600 Leasuithe Molta ullmhaithe anois.
Is féidir aighneachtaí ar na Leasuithe Molta a dhéanamh ón Máirt 18 Eanáir 2022 go dtí meán oíche ar an Máirt 15 Feabhra 2022 agus an meán oíche sin san áireamh.
Agus í ag fáiltiú roimh fhoilsiú na Leasuithe Molta, leag an Méara Coughlan béim ar an gcaoi ar “ullmhaíodh na Leasuithe Molta ar an Dréachtphlean tar éis dianphróiseas cruinnithe idir Comhaltaí Tofa Chomhairle Contae Chorcaí agus foireann na Comhairle, mar aon le hionchur ón 1,100 aighneacht phoiblí a fuaireamar. Is é foilsiú na Leasuithe Molta ar an Dréachtphlean an deis dheireanach do dhaoine agus do ghrúpaí ar fud Chontae Chorcaí a dtuairimí a chur in iúl i bPlean Forbartha Contae Chorcaí deiridh, 2022-2028. Mholfainn go láidir do dhaoine a bheith páirteach agus a dtuairimí a chur in iúl maidir le forbairt Chontae Chorcaí sa todhchaí.”
Dúirt Príomhfheidhmeannach Chomhairle Contae Chorcaí, Tim Lucey, “Soláthraíonn na Leasuithe Molta seo, mar aon leis an Dréachtphlean féin, fís uaillmhianach agus tomhaiste do thodhchaí an Chontae suas go dtí 2028. Táthar ag súil le fás daonra de 59,000 duine sa phlean, agus cumasaíonn sé an seachadadh ordúil de 22,600 aonad tithíochta chomh maith le tacaíocht do sheirbhísí tráchtála agus sóisialta. Déanfar an fás daonra agus na haonaid tithíochta riachtanacha a sheachadadh ar fud Chontae Chorcaí, ag láithreacha cuí i gceantar Ceannchathartha an Chontae, na Cuarbhailte agus na Bailte Contae, Príomh-shráidbhailte, Sráidbhailte agus Ceantair Thuaithe chun fás inbhuanaithe a sheachadadh inár bpobail tuaithe agus uirbeacha.”
Tá Plean Forbartha Chontae Chorcaí le tabhairt chun críche i mí Aibreáin 2022 agus beidh sé ar an gcéad cheann de thrí Phlean Forbartha Contae a leagfaidh síos, nuair a thógfar le chéile iad, conair shoiléir do Chontae Chorcaí chun a spriocanna uaillmhianacha Tionscadal Éireann 2040 a bhaint amach, mar atá leagtha amach sa Chreat Náisiúnta Pleanála agus Straitéis Réigiúnach Spásúil agus Eacnamaíochta don Réigiún an Deiscirt.
Beidh sé ar an gcéad phlean comhdhlúite do limistéar feidhme iomlán Chomhairle Contae Chorcaí agus baineann sé le teorainn riaracháin nua an chontae atá i bhfeidhm ó Bhealtaine 2019. Cuirfear an plean nua i bhfeidhm in ionad an Phlean Forbartha Contae reatha, 2014 mar aon leis na Pleananna Forbartha Bailte do Chloich na Coillte, an Cóbh, Mainistir Fhear Maí, Cionn tSáile, Maigh Chromtha, Mala, Mainistir na Corann, an Sciobairín agus Eochaill agus na hocht bPlean Ceantar Áitiúil Ceantar Bardasach a rinneadh in 2017.
