As per Article 81 of the Planning and Development Regulations 2001 (as amended) an Environmental Impact Assessment (EIA) screening determination has been made and concludes that there is no real likelihood of significant effects on the environment arising from the proposed development once standard industry environmental management systems are in place. A determination has been made that an EIA is not required.  As per Article 120(3) where any person considers that the development proposed to be carried out would be likely to have significant effects on the environment, he or she may, at any time before the expiration of 4 weeks beginning on the date of the publication of this notice apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have such significant effects on the environment. 
    
Plans and particulars of the proposed development will be available for inspection  and/or purchase at the locations outlined above (see Point No. 1 above) on each day during which the said offices are open for the transaction of business (excluding Bank Holidays) for a period beginning on Friday 27th August 2021 and ending on Friday 24th September 2021. 

Submissions or observations with regard to the proposed development, dealing with the proper planning and sustainable development of the area in which the development will be situated, may be made in writing to the Director of Services, Housing Directorate, Floor 4, County Hall, Carrigrohane Road, Cork no later than 4.00pm on Friday 8th October 2021.

DEVELOPMENT UNDER SECTION 179 OF THE PLANNING AND DEVELOPMENT ACT, 2000, AS AMENDED AND NOTICE PURSUANT TO THE REQUIREMENTS OF PART 8, ARTICLE 81 OF THE PLANNING AND DEVELOPMENT REGULATIONS, 2001, AS AMENDED

In accordance with Part 8, Article 81 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that Cork County Council proposes to carry out the following development:
Cobh Public Realm Enhancement Plan Location;
Townland of Ringmeen: Lower Road (part);
Townland of Ballyvoloon: Westbourne Place; Casement Square; West View Park; West View (part); Townland of Kilgarvan: Pearse Square; Lower Midleton Street (Part); West Beach; East Beach; Midleton Street; Thomas Kent Street; Bishop Street (part); Park Lane; Canon O’Leary Place; Small’s Well; Laundry Hill (part); Bishops Road (Part); John O’Connell Street; Sandymount (part).

Nature and extent of proposed development:

  • The proposed development at the locations identified consist of environmental improvement works and enhancement of public realm and outdoor living;
  • Enhanced pedestrian connectivity and accessibility by widening and reconfiguring footpaths;
  • Provision of wider and safer pedestrian crossing facilities including courtesy crossing tables at Westbourne Place, Casement Square, Pearse Square, East Beach; Canon O’Leary Place, Park Lane and Small’s Well, West View;
  • Upgrade of carriageway, signage, road marking and drainage including Sustainable Urban Drainage;
  • Undergrounding of overhead services and upgrade of service providers;
  • Traffic calming through vertical and horizontal measures in accordance with DMURS;
  • Enhanced street living to include inclusive street furniture (universal), cycle parking, rain gardens, trees and shrubs and permanent canopies at East Beach;
  • Upgrade of public lighting and other ancillary works;
  • Works to cast-iron railings on Westbourne Place RPS ID 1948;
  • Pedestrianisation of the Eastern carriageway on Casement Square;
  • The Western carriageway on Casement Square is to become one way southbound;
  • Alteration of junction priority at the junction of Canon O’Leary Place and Bishop’s Road;
  • Demolition of existing council owned single storey shed located at south end of West View;
  • Creation of new exit at the Southern end of Small’s Well Carpark, creating a through road, North to South, exiting onto Canon O’Leary Place;

The development is located within an Architectural Conservation Area. The proposal has undergone Appropriate Assessment Screening under the Habitats Directive (92/43/EEC) and screening for Environmental Impact Assessment under the EIA Directive (2014/52/EU). The Authority has concluded that there is no real likelihood of significant effects on the environment and no impacts to any Natura 2000 sites are likely as a result of the proposed development.

A determination has been made that an Environmental Impact Assessment (EIA) is not required and a full Appropriate Assessment is not required. In accordance with Article 120 (3), as amended by S.I. No. 296 of 2018, a person may, within 4 weeks from the date of this notice (9th July 2021) apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment. Such a submission should be addressed to the Secretary, An Bord Pleanála, 64, Marlborough Street, Dublin, 1.

Millrace and Public Car Park, Masseytown Road, and the lands west of the River Sullane, Macroom, Co.Cork

The proposed works are to create a public amenity within the millrace by way of pedestrian walkway, improved reconfiguration of existing car park to provide 5no. additional spaces, a new and improved outdoor public space, installation of a new riverbank walkway, accessible fishing jetting and outdoor picnic area, including all associated site works.

The works to Masseytown Road require part demolition of the millrace walls, clearing and reinstatement of the millrace, realignment of the Masseytown Road to include a reduced road width, provision for on street carparking and increased footpath widths. The works to the carpark consists of reconfiguration of the existing layout, reclaiming and resurfacing of lands near the river, removal of trees and reinstallation of appropriate urban tree species and new footpath link to the riverbank walk.

The proposed works are not within an ACA but are in relative proximity to the Macroom Oat Mill, a Recorded Monument No. CO 071-047002, and are assumed to be within the zone of notification. to be within the zone of notification.

The project is located in the grounds of Mallow Castle House at the eastern end of Mallow Town.

 

In the Townlands of:  Castlelands, Mallow, Co. Cork P51 KC57

 

Proposed development of the walled gardens to the north of Mallow Castle House, improving public access to the Castle Grounds and providing a natural themed, inclusive children’s playground amenity, with associated site works and landscaping.

 

The proposed development comprises:-

 

  • New public access to Mallow Castle/House with a new vehicular and pedestrian entrance at the northern boundary with Castlepark;
  • Provision of a small 28no. space car park (4no. parent/toddler, 4 no. disabled access and 20no. visitor spaces) and drop off area.  This will require the demolition of part of the existing concrete block wall to Castlepark boundary, removal of some of existing semi-mature trees, and construction of new entrance gates and railing and landscaping;
  • Construction of accessible pathways from the entrance through the former walled gardens to grounds of Mallow Castle/House;
  • Construction of a natural themed, inclusive, public children’s playground amenity;
  • Repairs, conservation and restoration works to existing remnant stone walls, walled garden features and glasshouse;
  • New boundary fencing, gates and planting within former walled gardens;
  • Supporting locational and wayfinding signage, seating and services, including wayfinding signage to nearby existing car parking within Mallow town;
  • The proposed development will connect to the existing public water supply, storm sewer, and public utilities; and,
  • Associated servicing and landscape works.

 

The proposed works are within the curtilage of a number of Protected Structures, RPS No’s 13-18 of the Mallow Development Plan 2010-2016 (still in effect), and are within the Architectural Conservation Area for Mallow Town. The proposed works are within the curtilage of Mallow Castle House, a monument in Local Authority ownership – SMR CO033-009002.

Bandon Transportation Public Realm Enhancement Plan (TPREP) Implementation Project – Phase 1

Glasslyn Road west of the roundabout with the N71, St Finbarr’s Place, Oliver Plunkett Street, Brady’s Lane, St Patrick’s Place, New Road, Market Street, Ballymodan Place, South Main Street, Pearse Street, Bridge Street, Bridge Lane, MacSwiney Quay and Weir Street in Bandon, Co. Cork.

Nature and extent of proposed development:

The proposed development at the locations identified consists of street and public realm improvements:

  • Bridge Street is to become one way southbound and Bridge Lane to become one way northbound;
  • Brady’s lane is to become one way northbound;
  • Market Street is to become one way northbound between its junction with St Patricks Quay and South Main Street;
  • MacSwiney Quay is to become one way westbound between its junction with St Finbarr’s Place and Weir Street;
  • Provide Enhanced Pedestrian connectivity by widening and reconfiguring footpaths;
  • Provide pedestrian crossing facilities;
  • Upgrade the carriageway and new road markings will be installed.
  • Traffic calming measures including providing the vehicular lane and footways at the same level to create a shared street on Bridge Street / Bridge Lane and Ballymodan Place;
  • Provide two new bus stops (universally accessible) on Glasslyn Road with associated bus shelters;
  • Provide cycle tracks in both directions on Glasslyn Road;
  • Enhance the public realm to include ancillary street furniture, cycle parking and trees, Upgrade the public lighting and other ancillary works:

The development is in an Architectural Conservation Area. A Screening for Appropriate Assessment (AA) report has been prepared to assist the competent authority, Cork County Council, to carry out an Assessment. This Screening for Appropriate Assessment concludes no impacts to any Natura 2000 sites are likely as a result of the proposed development. It is concluded that a full AA is not required.

As per Article 81 of the Planning and Development Regulations 2001 (as amended), an Environmental Impact Assessment (EIA) screening determination has been made that an EIA is not required. In accordance with Article 120 (3), as amended by S.I. Pursuant to the requirements of Part 8 of the Planning and Development Regulations, 2001 as amended, notice is hereby given that Cork County Council proposes to carry out the following development: -

Location: The proposed works are to be located on and immediately adjacent to the Main Street , R639, Rathcormac within the existing 50kph zones within the Fermoy MD. 
Nature and extent of proposed development: It is proposed to upgrade the public realm on the R639 within the 50kph zone of the village of Rathcormac. 

•    Introduce a flashing beacon zebra controlled pedestrian crossing on the R639 at the Junction of R639/R614.
•    Introduce an uncontrolled crossing on the R614 at the Junction of R639/R614.
•    Narrow down lanes and removal of right-turning lanes on the Southern approach to the village core.
•    Installation of new Raised tables, uncontrolled crossing points signage and road markings. The existing raised crossing at the post office to be extended to include for a raised table across the entire junction.
•    Public Lighting Upgrades.
•    Provision of tree-lined avenues and central median with tree planting.
•    Provision of new footpath surfaces and revised kerb lines.
•    Provision of new bus stop location.
•    Improved and tightened Junction definitions.
•    New Village enhancement scheme at Garcia Station / Village green junction

 

The public consultation process, under Part 8 of the Planning and Development Regulations 2001, commences on the 20th of October 2020. A Part 8 Planning Notice will be advertised in the 'The Avondhu' newspaper on the 15th of October and a copy will be erected on-site on the 20th of October 2020.

Pedestrian and Cycle Route from Bury’s Bridge, Kilcoolishal to Carrigtwohill via Glounthaune

Location:

Along the L3004 (the former N25) road passing through the townlands of Dunkettle, Kilcoolishal, Ballyhennick, Glounthaune, Johnstown, Killahora, Killacloyne, Tullagreen, Carrigtwohill and Terrysland, Co. Cork.

Nature and extent of proposed development:

The Scheme involves the construction of a dedicated pedestrian and cycle route on the northern side of the L3004 (the former N25) road and includes the following:

  • A general cross section of 3m wide shared pedestrian and cycle path with a 1m landscaped separation between the path and the public road where possible
  • Formalised parking and controlled (i.e. traffic signals) pedestrian crossings
  • New footpaths, ducting and LED public lighting

As per Article 81 of the Planning and Development Regulations 2001 (as amended) an Environmental Impact Assessment (EIA) screening determination has been made and concludes that there is no real likelihood of significant effects on the environment arising from the proposed development once standard industry environmental management systems are in place. A determination has been made that an EIA is not required.  As per Article 120(3) where any person considers that the development proposed to be carried out would be likely to have significant effects on the environment, he or she may, at any time before the expiration of 4 weeks beginning on the date of the publication of this notice apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have such significant effects on the environment.
