Cork County Council is responsible for approximately 12% of the State’s roads network. Of this, approximately 94% comprises of regional & local roads. Regional & local roads play a vital role in connecting people & communities & sustaining social & economic development. This is reflected in the fact that regional & local roads carry over 65% of total road traffic in the County.

The Regional & Local Roads Design Office (R&LRDO) has a key role in the maintenance and improvement of regional & local roads serving the County across the following main headings:

  1. Strategic Roads
  2. Bridge Rehabilitation/Replacement
  3. Restoration Improvement Programme
  4. Local Improvement Schemes
  5. Safety Improvement Schemes
  6. Other Improvement Works



The R&LRDO project manages multiple projects from initial concept through to completion of construction. The following is a summary of the various steps involved in delivery of a strategic road:

  1. Project Planning / Desktop Review;
  2. Traffic Surveys / Topographical Surveys;
  3. Preliminary Report / Constraints Study;
  4. Route/Scheme Options & Preferred Route Selection;
  5. Procuring Consultants (if necessary);
  6. Preliminary Design / Environmental & Archaeological Assessment; 
  7. Part 8 Planning / Environmental Impact Statement; 
  8. Project Cost Estimates;
  9. Land Acquisition, Oral Hearing
  10. Detail Design; 
  11. Compliance with Health & Safety Regulations & Road Safety Audits;
  12. Preparation of Contract Documents; 
  13. Assess Tenders / DTTAS Approval / Award Construction Contract;
  14. Supervise Construction;
  15. Final Account / Accommodation Works / Land Maps / Closeout.

The R & LRDO is made up of 17 dedicated staff, including engineers, technicians & clerks of works. The R&LRDO has offices at Ballincollig, Skibbereen & Mallow to serve the entire County.
