The CLÁR Scheme 2021 has been launched by the DRCD. This scheme makes provision for small-scale infrastructural projects in rural areas. It promotes sustainable development and it aims to attract people to live and work in the areas it covers.

There is a 10% National increase in funding for 2021, bringing the allocation to €5.5m, and it covers the following Measures

Measure 1: Schools / Community Safety Measures:

Measure 2: Outdoor community Recreation Facilities - This Measure is being expanded in 2021 to include playgrounds, MUGAs and amenities for teenagers/young adults through facilities such as skateboard parks. Upgrades to existing playgrounds, MUGAs, skateboard parks are also eligible.

Measure 3: Community Well-being Measure, comprising a) Community Gardens and allotments and b) mobility and cancer care transport.

Measure 4: New Innovation Measure

 

Measure 1:

Applications may include a number of different elements in respect of a single facility.

Measure 2:

Under Measure 2, Outdoor Community Recreation Facilities, the LA must ensure that funded facilities must be publicly accessible with clear arrangements to insure and manage the facility. Any facilities funded under Measure 2 must be open to the public without a requirement to be a member of a club, enrolled in a school, etc. Facilities on school grounds must be open to the public outside school hours.

Measure 3:(a)

This measure supports community gardens, allotments and sensory gardens. These facilities must be publicly accessible.

New Innovation Measure:

The CLÁR Innovation Measure is targeted at piloting new ideas which address specific challenges faced by communities in CLÁR areas, including those associated with rural isolation, village decline, service accessibility, population change, social disadvantage and marginalisation in communities within the CLÁR areas. This Measure seeks to support fresh ideas and new ways of working that might not otherwise be identified or supported. The minimum level of funding available per proposal is €5,000 up to an indicative maximum of €50,000.

The Department is encouraging and promoting an enhancement of biodiversity when reinstating/landscaping areas e.g. native pollinator plants under Measures 1, 2 and 3(a) of the CLÁR 2021 Programme.

Measures 1 and 2,3(a), are administered through the local authority and can be applied for by the LA in consultation with groups in local communities.

Measure 3b is to be submitted directly to the Department by the applicant.

Local Authorities and/or other Groups can apply directly for projects under the Innovation Fund.

Submissions to be sent to the Municipal District Office, on the relevant Expression of interest form, in advance of 4 pm on Friday 9th April 2020, so that they may be considered.
