R613 Ballygarvan Traffic Calming Scheme (TCS), Ballygarvan, Co. Cork

Project Area - Townlands:

NATURE & EXTENT OF DEVELOPMENT

An overview of the proposed development includes the following elements:

 

  • Alterations to existing footpaths & construction of new linking footpaths, installation of concrete buildouts.
  • Installation of a new raised table and a new controlled pedestrian crossing, speed ramps on R613 on exits from the village.
  • Installation of new road markings and signage.
  • Alterations to existing storm drainage and construction of a new drainage.
  • Alterations to the existing Ballygarvan Bridge including:
    • Extension of the bridge to the southern side to accommodate new footpath [extension to bridge of approx 2.0m]
    • Construction of new bridge retaining wall approx. 20m in length, to allow for the footpath upgrade on the southern side 
    • Riverbed, Embankment & Masonry repairs.
  • Trimming of existing vegetation to improve visibility sightlines & all ancillary works required to deliver the proposed upgrade works.
  • Works will be carried out within existing roads extents owned by Cork County Council and lands acquired from private landowners.

  • The proposed improvements include realignment of the northern side of the existing road, introduction of the right-left stagger of local roads by approx. 40m, introduction of a 2.5% plateau on the L2457 Ballygarvan Road over a distance of approx. 12m, clearing up vegetation, reconstruction of the roadside open drains/ditches, extension to the existing culvert on the Kinsale side of the junction.
  • Works will be carried out on the R600 Cork-Kinsale road, L2456 Togher road, L2457 Ballygarvan road within existing roads, lands owned by Cork County Council and lands acquired from private landowners.

Nature and Extent of Proposed Development

An overview description of the proposed development includes the following:-

  • To develop an existing amenity area which incorporates the Joe Walsh Walkway to link it with the existing pathways within the West Cork Technology Park. The project also provides for the creation of a walkway along the N71 in the event of the pathways within the West Cork Technology Park being unavailable.
  • The installation of public lighting using low spillage LED lights along the route at a medium height level. The provision of high-level LED lighting where the walkway crosses public roads. 
  • The development of a 53-space carpark at the southwestern corner of the Clonakilty Rugby Grounds. Public lighting using low spillage LED lights to be provided to the carpark.
  • The development of an amenity area towards the east of the existing amenity area.
  • The demolition of the existing dwelling house (in ruins) and adjoining outhouses (in ruins) at the North end of the site.
  • The construction of low-level feature stone walls using the stone reclaimed from the demolition of the buildings on the site.  
  • The development of hard surface hiking trails from the east of the site towards the North of the site to a number of viewing points at a higher level.

As per Article 81 of the Planning and Development Regulations 2001 (as amended), an Environmental Impact Assessment (EIA) screening determination has been made and a determination has been made that an EIA is not required. In accordance with Article 120 (3), as amended by S.I.
